Hertfordshire. Long table set up outdoors, with a smaller one behind it, some men sitting at table, others entering, some wear robes. Man sitting at centre of tables wears cocked hat and mayoral chains. Presumably one of the men is Arthur J. Balfour (foreign secretary under Lloyd George), however shot is from too far a distance to see individuals clearly. Looks like outdoor presentation or award ceremony.
