Portland’s homeless desperate for change as the city moves forward with mass encampments

Mayor Ted Wheeler’s office said they will announce where the large-scale sites will be located after meeting with the selected neighborhoods. In the meantime, nobody seems happy with the state of homelessness in Portland — like this part of Northeast where a camp recently caught fire.
