Monsieur Eugene Rubens-Alcais

ICSD HISTORY: Monsieur Eugéne Rubens-Alcais (1884-1963) came from France. Founder and First CISS/ICSD President. He led Paris Sports Club for Deaf Mutes and founded the French Deaf Mute Sports Federation. He believed that deaf athletes should have their own international competitions and became a pioneer in establishing the Deaf Sports Movement, promoting the idea in his Deaf Sports Magazine, The Silent Sportsman.
