December 10, 2008 Public Record On December 10, 2008, the 60th Anniversary of the Universal Declaration of Human Rights, the Academic Council on the United Nations System sponsored a panel discussion featuring former Canadian Ambassador to the United Nations, Paul Heinbecker; former Vice-rector of the United Nations University, Ramesh Thakur; and Canada Research Chair in International Human Rights, Rhoda Howard-Hassmann.
