Why did those living and working in 10 Downing Street socialise and hold parties during lockdowns?

All the indications seem to be that staff working in No 10 Downing Street did not think that socialising at parties posed any threat to their health during the various lockdowns. This is odd, in view of the restrictions which they were determined to enforce upon the country.
