COVID-19 procurement: Relaxed deliverables, higher cost, and less accountability

“How is it that the government set specific criteria then goes back and creates less specific criteria? I would want to know why the government would want to do that because we know what the result is going to be higher cost for taxpayers and less accountability for Canadians. How can you possibly justify that?“
