I abused console commands & added an excessive amount of “Spy“ cards (e.g., Thaler) & “Tight Bond“ cards (e.g., Catapult or Crinfrid).
This site shows you how to allow console commands on Witcher 3 (no mod required, just need to copy/paste a line in your file):
Out of ~140 unit cards, at least 1/3 of the deck were made of Spy cards (I believe I had more than 40 Thalers)
Extra “Spy“ cards added:
additem(’gwint_card_thaler’)
additem(’gwint_card_avallach’)
Extra “Muster“ cards added (Gaunter O’Dimm):
additem(’gwint_card_mrmirror’)
additem(’gwint_card_mrmirror_foglet’)
Extra “Tight Bond“ cards:

How to enable multiple cards through console commands, step-by-step:
1. Open up Steam
2. Go to your library
3. Right-click “The Witcher 3: Wild Hunt“ & click “Properties“
4. Click the “Local Files“ tab at the top of the Properties window, & then click “Browse Local Files“
5. Click “bin“ folder, then “config“ folder, & then the “base“ folder (...\The Witcher 3\bin\config\base)
6. Open ““ file with Notepad - usually, it will open with notepad by default by double-clicking it. If it doesn’t open with notepad, right-click the file, press “Open With“, and then select Notepad.
7. Make a new line & paste the following text:
DBGConsoleOn=true
8. Boot up Witcher 3 & load your saved game
9. Hit the “~“ key (or “`“... the key below your ESC key), the console window drops down & then paste this:
additem(’gwint_card_thaler’)
10. Paste it with the number of count if you want it in multiples. For example, this will give you 20 Thaler cards:
