China has announced General Li Shangfu as its new Minister of National Defence and State Councillor. Li Shangfu is facing sanctions by the United States. Shangfu has been under US sanctions since 2018 over the purchase of combat aircraft and equipment from Russia’s main arms exporter, Rosoboronexport.
