Full title reads: “Liverpool Civic Week. Famous City and Port celebrates seven hundredth anniversary of grant of Charter by King John“. Liverpool, Merseyside. M/S of men in ceremonial robes leading procession out of entrance to large civic building (the city hall?). Behind them walk the mayor and mayoress of Liverpool, they are followed by more dignitaries. M/S of mayor unveiling sign on a post - looks like copy of charter. A man in a judge’s wig and cloak steps forward to read from a scroll. M/S of man dressed as mediaeval knight reading from scroll, a crowd have gathered around the raised platform he stands on.
