When tests show different levels of intelligence between ethnic groups, is this nature or nurture?

It has long been observed that people from East Asia tend to score higher in intelligence tests than Europeans, who in turn do better than those of sub-Saharan African ancestry. Is this a purely cultural phenomenon, or is something deeper at work?
