Macron to say France and allies could have stopped Rwanda genocide in 1994 - French President Emmanuel Macron acknowledges that both France and its allies had the capacity to prevent the genocide that ravaged Rwanda in 1994, claiming the lives of approximately 800,000 people, predominantly Tutsis. However, Macron asserts that the collective will to intervene and halt the massacre was lacking.
