In full: Rachel Reeves gives major speech at Labour conference

Rachel Reeves has refused to rule out a shake-up to council tax bands at the Budget next month. The Chancellor was asked about a pamphlet in which she said council tax was “overdue a reevaluation and a revision of existing bands”. She told BBC Radio 4’s Today programme: “Well, that’s a pamphlet I wrote seven years ago and since then we’ve gone through some difficult times. “We’re not going to be bringing in a wealth tax, but there will be a number of difficult decisions around tax and spending and welfare.” Ms Reeves will address the party faithful on the second day of Labour’s annual conference at midday.
