Yes, but not everywhere and not in any bank. Due to the sanctions, the international payment systems Visa and Mastercard do not work in Russia, so foreign nationals, as well as Russians living abroad found themselves blocked from the Russian banking system. But the amendments to the «anti-money laundering» law introduced in 2023 allow to shift the identification of a client to a foreign financial organization. I. e., if a Russian bank concluded a contract with a foreign bank, this partner bank can identify a client located abroad, and then provide the information to the Russian organization. The Russian bank opens an account for the applicant, and upon arrival in Russia, he can get his card.
