He explained that Great Britain had bled herself white to pay for her orders for war material in America. For that purpose, she had not only used her gold, but also the allies to a large part of her foreign investments. The lease-lend bill was being discussed by the United States legislatures, but this mighty lapse before the bill was passed, and meanwhile there was a risk that deliveries of war material might be stopped if britain didn’t find gold to pay for them.
