Street Fighter 2, except Akuma is actually balanced???

This is a fan-made rom hack for Super Turbo that balances the cast and removes some of the major bugs. I had a lot of fun trying out Blanka, Zangief, and Chun Li, but the main story here is that Akuma is finally balanced!!
