Easy to make Hoop Skirt!

Ello!~ Erin and I will be cosplaying characters in the near future that require poofy dresses!! We had the option of buying our hoop skirt or making them but of course, as usual, I like to make my life difficult and I decided to make mine o3o;; Although, have no fear because this project was tedious yet fairly simple to accomplish!
