Kassym-Jomart Tokayev initially requested support from the Collective Security Treaty Organization (CSTO) to help quash protests that erupted across the Central Asian nation. The move sparked alarm from Western observers, worried it would create a permanent Russian foothold in the region. The protests were sparked by proposed fuel hikes and quickly descended into violence, leaving at least 164 dead. The president claimed the protesters were foreign-backed terrorists.
