The above “public office” is the ONLY lawful subject of CIVIL legislation or CIVIL enforcement and filling it is VOLUNTARY. If it ISN’T voluntary, then you are a SLAVE and the Thirteenth Amendment prohibition against involuntary servitude is violated! To “unvolunteer” one simply removes themselves from a domicile on federal territory and thereby becomes a STATUTORY “non-resident non-person” in relation to the national government. The ONLY type of “citizen“ he could possibly be talking about is STATUTORY citizens, not CONSTITUTIONAL/state citizens.
