RPCS3 - Unlocking your games’ framerate to 60 FPS or beyond

Vblank allows you to change a game’s frame rate. It is located in the advanced tab in emulator settings. You can dynamically change vblank and clock scale while your game is running, to achieve your desired frame rate.
