Specs of my PC and screenshots of my config below! i5 4690k @ GTX 1070 Founders Edition 2x 4GB Corsair Vengeance DDR3 2400MHz RPCS3 Settings: Framerates often dipped below 30 FPS without the 30 FPS cap, but otherwise sat around 35-45 FPS. 60 FPS was possible in Speed Lap mode with internal camera view set.
