How to Blur Background in Photoshop - Bokeh Effect

I will show you how to blur background in Photoshop. You can blur the background while keeping the person or object sharp like seen when using expensive photography lens. This is known as the bokeh effect. I will be using the Tilt Shift feature which is in Photoshop CC. This adds depth of field with a gradient blur effect.
