It was meant to encourage Smaller vehicles with better Fuel Economy, but it left more lenient standards for heavier and longer vehicles, assuming only Farmers, Industrial, and other Workers would buy vehicles suited for towing and hauling. Instead, normal civilians started to send their kids to Soccer Practice in a massive truck and when Automakers caught on, they began to purposely produce massive vehicles that were able to follow the more lenient standards originally intended for WORK vehicles, not PERSONAL vehicles.
