April 30 is Fire Protection Day On April 30, 1999, the President of Russian Federation issued a decree establishing this holiday. The date was not coincidental. On April 30, 1649, Tsar Alexei Mikhailovich issued the “Ordinance on City Governance.“ For the first time in Russia, round-the-clock patrols were introduced to monitor compliance with fire safety rules. The “Ordinance on City Governance“ of Tsar Alexei Mikhailovich laid the organizational foundations for professional fire protection. Staffing levels, equipment, continuous duty, frequency of city patrols, and penalties for violations of fire safety rules were established. The provisions of the decree applied to all Russian cities. In 1857, the first official fire regulation in Russia was issued. It defined the organization of fire brigades in cities, fire prevention measures, as well as the procedure for compensating losses and rewarding firefighting personnel.
