Software was mostly to blame - elevon rate limits. But this was the first landing on a runway, and there was no possibility of letting it simply float - Haise had to get it down, and the computers were not configured to accept fighter-plane like inputs. So it was a combination of software and necessity and possibly Haise’ justifiable concern that he was out of runway.
