Russian Navy Black Sea Fleet 4th Independent Submarine Brigade’s Project 06363 Improved Kilo class diesel-electric attack submarine Stary Oskol transits Istanbul strait on 23 September 2021 towards Black Sea, returning to its home port after 2 years, 4 months and 29 days. During that time, she was under repairs at the Admiralty Yard in St. Petersburg and on operation in the Mediterranean.
Article 12 of the 1936 Montreux convention allows Black Sea countries’ submarines to pass through Turkish Straits only for the purpose of joining their base in Black Sea after construction outside of Black Sea, or for repairs in dockyards outside the Black Sea.
