Red Alert 2: [YR] - Testing Civilians

Civilians are neutral units that can be found wandering on the map. Most of them are unarmed and useless and serve no purpose while the armed are.. well useless as well. They are very weak and those that have a gun can barely bring anything down. It could have been nice if there was some kind of hidden stuff about them bu unfortunately, there’s nothing. Secret Service could have been something special but they are just as bad as any other Civilian while the president on his own is harmless, when garrisoned inside an IFV, it will transform into a powerful Prism Tank.
