Will the Government issue me a Gas Mask?

I got asked in a comment earlier why bother buying a gas mask when the government will give you one for free? How do you know your Government will issue you a gas mask in times of crisis? If they do will they give you your mask before something bad happens? Going on historical evidence it’s pretty safe to assume that most governments will not issue you a mask.
