What causes the strange obsession with black people, to the exclusion of all other ethnic groups?

In Britain and the United States, images of black people are now mandatory for any organisation, television company, public body or commercial enterprise which wishes to demonstrate that they are up-to-date and anti-racist. Why black people, rather than Indians or Chinese?
