After Fade . Harkin arranges a meeting with Sidonis, Shepard and Garrus will arrive back at the Wards to deal with him. Garrus sends in Shepard to talk to Sidonis while he prepares to take him out. There are several ways to go about this - you can either give Sidonis no chance to explain his actions and let him get shot or try to talk to him and learn his reasons. At any point of the conversation you can choose to give up on saving him and let Garrus take the shot. Whatever the outcome, Shepard will then have a conversation with Garrus about Sidonis’ fate.
