This is the failure of democracy speech made by Jean Rasczak - which was quite significant within the book although it did cut out a lot of parts from the book and the subtitles seen to have a mistake in them because the books describe the events of Carthage; not Hiroshima. If you liked this scene than I really suggest getting the book :)
