Western leaders blame Russia instead of actually solving global issues

Three large-scale summits were held this past week in Asia, as the organizations ASEAN, APEC and the G20 sought to overcome economic turmoil and environmental concerns. But despite a lack of consensus generally, Western leaders did appear to agree on something - pinning the blame on Russia.
