This song refers to the Alsatian City of Strasbourg, which known a 43 days siege under German bombardments between August and September 1870, and which was therefore annexed at the end of the war. It also reflects the strong feeling of attachement to France and of enmity for the germans from the occupied populations. It was not until 1918, at the end of the first world war, that the city became French again.
